50+ years of on-site wastewater expertise. Led by Registered Sanitarian William Palmer.
William Palmer has dedicated more than five decades to the science and practice of on-site wastewater treatment. As a Registered Sanitarian — a credential that requires formal education in environmental health and certification by the state — Mr. Palmer brings a level of technical authority that sets Enviro-Pal apart from competitors who focus solely on installation or maintenance.
Unlike most septic service companies, Enviro-Pal can handle the entire lifecycle of your on-site sewage facility: from initial site evaluation and system design through permitting, installation, maintenance, and repair. This comprehensive capability means one trusted partner for every phase of your septic system's life.
Mr. Palmer is TCEQ-licensed and certified to service all major brands of NSF-approved aerobic wastewater treatment systems for both residential and commercial sites.
Began his career in public health and environmental sanitation, conducting inspections and enforcing health codes for the City of Fort Worth.
Served as a state-level sanitarian responsible for environmental health oversight, OSSF compliance, and public health protection across Texas communities.
Launched and operated a private on-site wastewater business, building hands-on expertise in system design, installation, and repair across the greater Houston area.
Incorporated Enviro-Pal in 1993 as a full-service on-site sewage treatment company. For over 30 years, the company has served residential and commercial clients across Harris, Montgomery, Liberty, Galveston, and surrounding counties with design, inspection, maintenance, repair, and installation services.
Most septic companies are either pumpers (they clean tanks), installers (they dig and place systems), or maintenance providers (they inspect aerobic systems on a schedule). Very few can do what Enviro-Pal does: design the system from scratch.
As a Registered Sanitarian, Mr. Palmer is qualified to perform the site evaluations, soil analyses, and engineering calculations that determine what type of system your property needs. This means he can identify problems that other providers might miss, design solutions that other companies can't offer, and ensure that your system is built right from the foundation up.
"No problems, only solutions."
Whether you need an inspection, maintenance contract, or emergency repair, our team is here to help.
